Dedication of Hanover Woods from the developer is vastly approaching, and there are still a few final items that need to be address before dedication that if not completed will be our community's responsibilty. ( See list below)
The next possible date for the township to approve dedication would be at the April 5th Board of Supervisors meeting. However, we think this would be unlikely and the following meeting on May 3rd would be more probable. Keep an eye out for a Newsletter when we have a definite date, as we would like representation at the meeting should the developer not have completed any items we feel they are responsible for.
We are currently in talks with the Developer to see what they will agree to. Stay posted for confirmation.
We reviewed all items from landscaping, the basins, and land erosion to lifting every manhole cover and inspecting curbs, sidewalks and storm water grates. We also discussed the future responsibilities of the HOA as they pertain to the maintenance of the private roads in our neighborhood. At the behest of the Board, the township has agreed to maintain the sewer system. The HOA will remain responsible for the road surface, curbing, and the stormwater system.

Sidewalk / Aprons

Paving
• Cracks seem to be forming at the start/stop joint of paving operations. These should be sealed.
• There is a small pothole in front of 120 Marisa Lane to be repaired.
Storm Sewer
• The parging should be checked on all inlets and repaired where necessary.
Basins - COMPLETE
• There are several bare areas along the slopes of the basins which need to be seeded.
Street Signs
• The posts for the street signs are of varying materials and configuration. All street signs
(including street name signs) shall be U-Channel.
• A placard should be added to the top of the street signs for Marissa & Jackie Lanes indicating
they are “Private”.
Landscaping
• The landscaping will be confirmed by the Township Land Planner.
Miscellaneous
• The matting for the emergency access between Dotterer Road and Jackie Lane is completely
exposed in some locations. The access should be retopsoiled and reseeded where necessary.
• The gravel in the Layfield Park area is thin and mud is pumping through. The gravel should be
refreshed where needed to establish the approved parking footprint.
Hanover Woods Rules and Regulations states: "When outside, animals shall be leashed and the Unit Owner shall be responsible for cleanup. Pets shall not be left unattended outside for any reason.", and; "When walking your dogs, please curb them and be sure to clean up after them".
In addition to our Rules and Regulations, New Hanover Township ordinance [Ord. 96-8, 8/12/1996, § 3] states: "It shall be unlawful for the owner of any dog(s) to allow or permit such dog(s) to run at large in New Hanover Township."
Addressing basin drainage concerns: This is perhaps the most significant issue the HOA has with the developer commitments. We’ve expressed our concerns on many occasions to the township asking the dedication not occur until these basins meet spec. The township generally agrees that these basins are not necessarily compliant with the development specifications which state the water should be retained no longer than 72 hours.
Regarding interior basin landscaping: The HOA has re-assessed the instructions in the development plan that the basin interiors be mowed two times per year to 8-12 inches height, per the advice of the township engineer, our landscaper, and other experts. As such, the basin bottoms will not be mowed. This decision is further supported by the reality that the basin bottoms are continuously wet and cannot be mowed. Our one attempt at mowing these bottoms ended in failure with significant cost. The basin interior inclines will continue to be mowed.
Although the developer recently installed replacement trees, the HOA is aware of the fact that they did not replace all of the dead trees and shrubs and we have communicated this fact to the township. The township generally agreed that proper replacement can’t occur until next Spring when the trees bear leaves again. It is the HOA board’s assessment that any recently replaced trees/shrubs that are now damaged be replaced along with the remaining dead trees or shrubs. We have little to no say with the developer as to when or if this will happen, but the township does and is, as stated previously, aware of this situation.
